The successful implementation of the objectives under the Programme should be based on good coverage of the issues included in the annual work plans, on selection of appropriate actions and funding of projects, which all have an in-built appropriate monitoring and evaluation process in place, and on regular monitoring and evaluation, including independent external evaluations, which should measure the impact of actions and demonstrate their contribution to the overall objectives of the Programme.
Eine erfolgreiche Verwirklichung der Programmziele sollte sich auf die umfassende Behandlung der in den jährlichen Arbeitsplänen enthaltenen Fragen, die Auswahl geeigneter Aktionen und eine Projektfinanzierung mit eingebauten angemessenen Überwachungs- und Bewertungsverfahren sowie auf eine regelmäßige Überwachung und Bewertung, einschließlich unabhängiger externer Bewertungen, zur Abschätzung der Folgen und zur Veranschaulichung des Beitrags zu den übergeordneten Zielen des Programms stützen.
