Another question worth debating is whether and to what extent the absence of approximation impedes freedom of movement, or whether the public must expect that conduct that is lawful in their own country might be unlawful in another (offences related to racism, paedophilia or drug-use, for instance).
Eine andere bedenkenswerte Frage wäre, ob und inwieweit die Freizügigkeit durch die fehlende Harmonisierung behindert wird oder ob sich die EU-Bürger im Gegenteil darauf einstellen müssen, dass ein in ihrem Wohnsitzmitgliedstaat rechtmäßiges Verhalten in einem andern Mitgliedstaat nicht toleriert wird (z. B. Rassismus, Pädophilie oder Drogen).
