I am also convinced, however, that the fact that a significant proportion of the important Community resources which are budgeted for are not used – the so-called RALs – is due to the fact that the regional and local autonomous governments, which execute the majority of projects, have not so far been able to participate in the early phase, either in the drawing up of policies, or in the adoption of strategies, or in the identification of legal obligations prior to drawing up of the respective European programmes.
Doch ich bin auch davon überzeugt, dass ein Großteil der erheblichen Gemeinschaftsmittel, die im Haushalt veranschlagt, aber nicht in Anspruch genommen werden – die so genannten RAL –, daraus resultiert, dass die regionalen und lokalen autonomen Regierungen als Ausführende der meisten Projekte bisher weder in einer frühen Phase noch an der Gestaltung der Politiken, der Verabschiedung von Strategien oder der Festlegung rechtlicher Verpflichtungen vor der Erarbeitung der verschiedenen europäischen Programme teilnehmen konnten.
