The listing by Sri Lanka of more than 3 000 fishing vessels in the IOTC record of authorised vessels clearly demonstrates that Sri Lanka allows its vessels to fish on high seas in contravention of the rules of the IOTC, since Sri Lanka has not legislation providing for granting of licences for fishing activities on the high seas.
