Some countries are already swallowing the pill, restructuring their industries at great social cost in order to become competitive - 70,000 workers laid off in Poland's steel industry, for example. Others have made less progress, and there is undoubtedly a long way to go before the old nationalised companies are genuinely free of excessive state protection.
