Against this backdrop, the Community’s Sixth Environmental Action Programme ( 6 th EAP ) called for the development of a thematic strategy on air pollution with the objective to attain “ levels of air quality that do not give rise to significant negative impacts on, and risks to human health and the environment ”[2].
Vor diesem Hintergrund wurde im sechsten Umweltaktionsprogramm ( 6. UAP ) die Ausarbeitung einer thematischen Strategie zur Luftreinhaltung gefordert, mit dem Ziel der „ Erreichung einer Luftqualität, die keine erheblichen negativen Auswirkungen auf die menschliche Gesundheit und die Umwelt hat und keine entsprechenden Gefahren verursacht“ [2].
