Each actor in the rail system should be responsible in respect to the other actors, including relevant authorities, for complete and truthful communication of all relevant information needed to ensure the safe operation of a vehicle, in particular information on the status and history of the vehicle, maintenance files, traceability of loading operations, and consignment notes.
Jeder Akteur des Eisenbahnsystems sollte dafür verantwortlich sein, den anderen Akteuren, darunter den zuständigen Behörden, alle relevanten Informationen, die für die Gewährleistung eines sicheren Betriebs nötig sind, vollständig und wahrheitsgemäß zu übermitteln, insbesondere Informationen zum Zustand und zur Geschichte der Fahrzeuge, Instandhaltungsunterlagen sowie die Rückverfolgbarkeit von Verladevorgängen und die Frachtpapiere.
