21. Invites the Centre to avoid a similar situation as for the financial year 2005 where it had an utilisation rate of 90 % of commitment appropriations and approximately 85 % of payment appropriations; recalls that, however, the appropriations for operating activities were under-utilised (cancellations of 15 % of commitment appropriations, 20 % of payment appropriations and 15 % of appropriations carried over), in particular after the reorganisation of the procedures for awarding contracts;
21. fordert das Zentrum auf, eine ähnliche Situation wie im Haushaltsjahr 2005, als sich die Ausschöpfungsquote der ausgewiesenen Mittel bei den Verpflichtungsermächtigungen auf 90 % und bei den Zahlungsermächtigungen auf etwa 85 % belief, zu vermeiden; weist jedoch darauf hin, dass insbesondere im Anschluss an eine Umstrukturierung der Auftragsvergabeverfahren die Mittel für operative Tätigkeiten nicht voll ausgeschöpft wurden (15 % der Verpflichtungsermächtigungen, 20 % der Zahlungsermächtigungen und 15 % der übertragenen Mittel wurden annulliert);
