Takes the view that the rules applicable to representatives of public authorities and of organisations working in the public interest which are bound by constitutional provisions and fundamental rights must not be the same as those applicable to representatives of special interests; maintains, in particular, that only autonomous public bodies should be asked to register, and not public authorities themselves;
8. vertritt die Auffassung, dass auf Behörden und auf Organisationen, die im Rahmen ihrer Tätigkeiten dem Gemeinwohl dienen und die an die jeweils geltenden verfassungsrechtlichen Normen und die Grundrechte gebunden sind, nicht die gleichen Bestimmungen anwendbar sein dürfen wie auf Vertreter spezifischer Interessen; ist insbesondere der Ansicht, dass nur unabhängige öffentliche Einrichtungen zur Registrierung aufgefordert werden sollten, nicht jedoch die Behörden selbst;
