Dans un article(4) paru ultérieurement dans le National Post, M. Keyserlingk aurait dit que puisque le CIFP proposé ne relèverait pas directement du Parlement mais d’un ministre, son indépendance serait compromise : « Le commissariat n’est pas établi en tant qu’agence du Parlement mais essentiellement en tant que charge au sein de l’exécutif, ce qui signifie qu’il n’aura pas les pouvoirs d’enquête habituellement conférés à un organisme constitué sous le régime d’une loi».
In a subsequent article(4) that appeared in the National Post, Mr. Keyserlingk is quoted as saying that because the proposed PSIC office will not be reporting directly to Parliament but instead to a Minister, its independence will be compromised. “The commission is not established as an agency of Parliament but essentially as an office within the executive of government and that means it also does not have [the] investigative power that normally goes along with a legislatively established body,” he said.
