Un des changements les plus notables dans la proposition de règlement est l'extension de sa couverture géographique, jusqu'ici limitée aux 6 pays de l'OCDE que sont US, CAN, AUS, JAP, NZ, KOREA, à un groupe plus hétérogène de 17 pays, dont les NPI asiatiques (Singapour, Brunei, Hong Kong, Taipei, Macao), et les pays du Conseil de coopération du Golfe (EAU, Koweït, Oman et Bahreïn).
