It has to deal also with the expectations of the new Member States and with longstanding members who wish to preserve their privileges – such as Spain which wants to remain a net beneficiary to a greater extent than the much poorer central European countries, and Luxembourg which, in per capita terms, is both the richest Member States in and the biggest net beneficiary.
