Es wurde eine Folgenabschätzung erstellt[5], und sowohl während der Ausarbeitung des Blueprints als auch im Rahmen des Fitness-Checks, an dem die allgemeine Öffentlichkeit, Interessenträger, die Mitgliedstaaten sowie andere EU-Organe und EU-Gremien[6] beteiligt waren, wurden umfangreiche öffentliche Konsultationen durchgeführt.
