Die Maßnahmen im Bereich der Postdienste sollten so angelegt sein, dass die Aufgaben der Gemeinschaft gemäß Artikel 2 des Vertrags, d. h. in der ganzen Gemeinschaft eine harmonische, ausgewogene und nachhaltige Entwicklung des Wirtschaftslebens, ein hohes Beschäftigungsniveau und ein hohes Maß an sozialem Schutz, ein beständiges, nichtinflationäres Wachstum, einen hohen Grad von Wettbewerbsfähigkeit und Konvergenz der Wirtschaftsleistungen, die Hebung der Lebenshaltung und der Lebensqualität, den wirtschaftlichen und sozialen Zusammenhalt und die Solidarität zwischen den Mitgliedstaaten zu fördern, erfüllt werden können.
The measures in the area of postal services should be designed in such a way that the tasks of the Community pursuant to Article 2 of the Treaty, namely, to promote throughout the Community a harmonious, balanced and sustainable development of economic activities, a high level of employment and of social protection, sustainable and non-inflationary growth, a high degree of competitiveness and convergence of economic performance, the raising of the standard of living and quality of life, and economic and social cohesion and solidarity among Member States, are achieved as objectives.
