(2) Eine Genehmigung kann nur erteilt werden, wenn die Behörden davon überzeugt sind, dass die betreffende Person oder Organisation alle erforderlichen Sicherheiten für eine Rückkehr der Waren in die Union in gutem Zustand bieten, und die Güter so beschrieben oder gekennzeichnet werden können, dass die Übereinstimmung der Warenbezeichnung in der spezifischen offenen Genehmigung mit der Warenbezeichnung in der spezifischen offenen Genehmigung mit der vorübergehend ausgeführten Ware im Zeitpunkt der Ausfuhr keinen Zweifeln unterliegt.
2. A licence may only be issued provided the authorities are convinced that the person or organisation concerned offers all the guarantees considered necessary for the good to be returned in good condition to the Union and that the good can be so described or marked that there will be no doubt at the moment of temporary export that the good being exported is that described in the specific open licence.
