7. betont, dass das übergeordnete Interesse des Kindes Vorrang vor jeder anderen Überlegung haben muss und dass es daher angezeigt ist, nach den am ehesten geeigneten Lösungen zugunsten von verlassenen Kindern oder Waisen zu suchen und sich Gedanken über die Notwendigkeit zu machen, diesen Kindern in großer emotionaler und seelischer Not eine Adoptivfamilie außerhalb ihres Herkunftslandes immer dann anbieten zu können, wenn keine andere nationale Lösung gefunden werden konnte;

Stresses that the overriding interest of the child must take precedence over all other considerations and that, accordingly, the best possible solutions must be sought for abandoned children or orphans and consideration must be given to whether such children, who are in great emotional and psychological distress, should be offered an adoptive family outside their country of origin where no solution can be found within that country;
