c) erhält Absatz 5 folgende Fassung: "(5) Geben Überprüfungen im Sinne des Artikels 5 Absatz 2 und des Artikels 7 Anlass zu einem Festhalten, so unterrichtet die zuständige Behörde die Verwaltung des Staates, dessen Flagge das Schiff zu führen berechtigt ist (nachstehend 'Verwaltung des Flaggenstaats' genannt), oder, wenn dies nicht möglich ist, den Konsul oder, falls keine konsularische Vertretung erreichbar ist, die nächstgelegene diplomatische Vertretung dieses Staates unverzüglich schriftlich und unter Beifügung des Überprüfungsberichts über alle Umstände, unter denen das Eingreifen für erforderlich gehalten wurde.
(c) paragraph 5 shall be replaced as follows: "5. In the event that the inspections referred to in Article 5(2) and Article 7 give rise to detention, the competent authority shall immediately inform, in writing and including the report of inspection, the administration of the State whose flag the ship is entitled to fly (hereinafter called 'flag administration') or, when this is not possible, the Consul or, in his absence, the nearest diplomatic representative of that State, of all the circumstances in which intervention was deemed necessary.
