Der Europäische Rat hat auf seiner Tagung in Luxemburg am 28. und 29. Juni 1991 "die Schaffung einer europäischen Drogenbeobachtungsstelle mit der Maßgabe gebilligt, daß die tatsächlichen Modalitäten dieser Einrichtung, wie beispielsweise ihr Umfang, ihr institutioneller Aufbau und ihre EDV-Ausstattung, noch zu erörtern sind, und den CELAD beauftragt, die einschlägigen Arbeiten in Verbindung mit der Kommission und den anderen zuständigen politischen Gremien fortzusetzen und rasch zum Abschluß zu bringen".
Whereas the European Council, at its meeting in Luxembourg on 28 and 29 June 1991, 'approved the setting up of a European Drugs Monitoring Centre on the understanding that the practical arrangements for its implementation, e.g. its size, institutional structure and computer systems, are still to be discussed and instructed Celad to continue work to that end and bring it rapidly to a successful conclusion, in liaison with the Commission and the other relevant political bodies`;
