(3) Hat ein Mitgliedstaat hinreichende Gründe für die Festlegung eines Konzentrationsgrenzwerts, oberhalb dessen ein in Anhang II aufgeführter Stoff den Beschränkungen unterliegen sollte, die ansonsten für beschränkte Ausgangsstoffe für Explosivstoffe gelten, so kann er die Bereitstellung, den Besitz und die Verwendung dieses Stoffes einschränken oder verbieten, indem er eine maximal zulässige Konzentration vorschreibt.
3. Where a Member State has reasonable grounds for establishing a concentration limit value above which a substance listed in Annex II should be subject to the restrictions otherwise applying to restricted explosives precursors, it may restrict or prohibit the making available, possession and use of that substance by imposing a maximum permitted concentration.
