Um dem Problem des Vereinigten Königreichs Rechnung zu tragen, schlug das Europäische Parlament vor, daß, wenn ein Mitgliedstaat ein System der Wahl in Einpersonenwahlkreisen anwendet, höchstens zwei Drittel der Sitze nach diesem System vergeben werden könnten, und das restliche Drittel so vergeben werden müßte, daß die Verteilung aller Mandate dieses Mitgliedstaats dem Verhältnis der insgesamt abgegebenen Stimmen entspricht.
In order to take account of the question of the United Kingdom, Parliament proposed that, if a Member State used a single-member constituency system, not more than two-thirds of the seats could be distributed according to that system, with the remaining third being distributed in such a way as to ensure that the overall distribution of seats was in proportion to the total votes cast.
