Although the Structural Fund Regulation requires commitments to be programmed in seven, normally equal, annual instalments, the Financial Regulation and the inter-institutional agreement allow for the appropriations for the 2000 budget year to be transferred to the 2001 budget year or, alternatively, for the 2000 instalment to be reprogrammed over the 2002-06 budget years in the event of delays in the adoption of the programmes, in particular if negotiations overran the five-month period allowed by Regulation (EC) No 1260/1999.
Während in den Verordnungen der Strukturfonds eine Verteilung der Mittelbindungen auf sieben praktisch gleiche Jahrestranchen festgelegt ist, sehen die Haushaltsordnung und die interinstitutionelle Vereinbarung eine Übertragung der Mittel des Haushaltsjahres 2000 auf das Haushaltsjahr 2001 oder die Neuverteilung der Tranche 2000 auf die Jahre 2002 bis 2006 vor, wenn eine Verzögerung bei der Annahme der Programme entsteht, insbesondere wenn die Verhandlungen die in der Verordnung 1260/1999 vorgesehene Frist von fünf Monaten übersteigen.
