Es würde sich deshalb empfehlen, wenigstens für einen Teil ihrer Aufgaben die Aktivitäten der gemeinsamen Instanz von Praktikern für die Außengrenzen stetig auszubauen, und zwar über den Anwendungsbereich des Artikel 66 EG-Vertrag hinaus und, falls nötig, auch außerhalb der Strukturen der Rats-Arbeitsgruppen. Das gilt insbesondere dann, wenn sich mit der Schaffung eines Europäischen Grenzschutzkorps die Notwendigkeit eines ständigen Einsatzstabes stellt, der für seine operative Führung, sein Personalwesen und seinem Ausrüstungsmanagement verantwortlich ist.
