Stresses the fact that organising initiatives and regional cooperation around clearly identified issues of common concern such as refugee flows, border control, food security, natural resources, energy, the environment, education, infrastructure, arms control and gender equality would serve as a solid basis for positive political dialogue among Horn of Africa States;
21. unterstreicht, dass Initiativen und eine regionale Zusammenarbeit zu klar festgelegten Fragen von gemeinsamem Interesse wie Flüchtlingsströme, Grenzkontrollen, Ernährungssicherheit, natürliche Vorkommen, Energie, Umwelt, Bildung, Infrastrukturen, Rüstungskontrolle und Geschlechtergleichstellung als solide Basis für einen positiven politischen Dialog zwischen den Staaten am Horn von Afrika dienen würden;
