Konkret war Frankreich das Land, das auf der WTO-Ministerkonferenz in Cancún die von vier afrikanischen Ländern aufgeworfene Frage der Abschaffung der Beihilfen für Baumwolle vortrug und das später eine europäische Baumwollinitiative vorgelegt hat, mit der ein Maßnahmenprogramm der Kommission zugunsten der Baumwollwirtschaften Afrikas gefördert werden soll und in der gleichzeitig auf eine Reform der Beihilferegelung für Baumwolle gedrängt wird, durch die die Beihilfen teilweise von der Produktion abgekoppelt werden sollen.
