Deshalb sollten Organe, die einen solchen Bedarf haben, die Möglichkeit erhalten, auf der Grundlage spezieller Stellenausschreibungen und besonderer Berufserfahrungen nach Anhörung des Statutsbeirats Beamte in AST 1 einzustellen, die bis in die Funktionsgruppe AST 3 aufsteigen können.
