Further to the rapporteur's proposal to go back to the original MCC Article (106), where the supervising customs office would grant or refuse the release of goods, and the presentation customs office would carry only security and safety examination, since centralised clearance is supposed to contribute to the simplification of the procedures, it must be clear that it is possible to both physically present the required documents or offer access (ex. electronically) to those.
Dies stellt eine Ergänzung zum Vorschlag der Berichterstatterin dar, den ursprünglichen Artikel 106 MZK wieder einzusetzen, wonach die für die Überwachung zuständige Zollstelle die Überlassung der Waren bewilligt oder ablehnt, während die gestellende Stelle nur Sicherheitskontrollen durchführt; da die zentralisierte Abfertigung zur Vereinfachung der Verfahren beitragen soll, muss klar sein, dass es sowohl möglich ist, die erforderlichen Unterlagen physisch vorzulegen als auch den Zugang dazu (z. B. auf elektronischem Weg) zu ermöglichen.
