So ist es auch beim Zugang zu elektronischen Verfahren öffentlicher Verwaltungen häufig notwendig, dass sich Personen ausweisen (damit die Verwaltung nach Prüfung des Identitätsnachweises[1] sicher sein kann, mit wem sie es zu tun hat) und dass elektronische Signaturen geleistet werden müssen (damit die Verwaltung nicht nur den Unterzeichner feststellen, sondern auch sicher sein kann, dass die übermittelten Daten während der Übertragung nicht verändert wurden). Das Haupthindernis ist hierbei die mangelnde Interoperabilität sowohl auf rechtlicher wie auch technischer und organisatorischer Ebene.
