In December 1997, first the Council of Agriculture Ministers and then the European Council, meting in Luxembourg, expressed their support for the practice of a European model of multifunctional agriculture throughout the territory of the Union. On this basis, the Commission submitted, in March 1998, a set of legislative proposals, in the context of 'Agenda 2000', which were officially presented as being intended to give a concrete content to the 'European agricultural model' in the shape envisaged for it for the coming years.
