In its decision the Commission emphasised the need to develop without delay an overall, structural strategy designed both to provide the resources for a coherent and effective response to emergency situations on the scale of those we are now facing, and to address the causes - and possible remedies - of the flooding problem.
Mit ihrem Beschluß betonte die Kommission die Notwendigkeit, rasch eine strukturelle Gesamtstrategie auszuarbeiten, die einmal die Mittel betrifft, Dringlichkeitslagen von dem Ausmaß derjenigen, die wir zur Zeit kennen, kohärent und wirksam zu bewältigen und zum anderen die Ursachen und eventuellen Abhilfen betreffend das Überschwemmungsproblem.
