I agree with you entirely, Mr President-in-Office of the Council, that the Iraqis themselves must be involved at the earliest possible stage if, instead
of concentrating on security and waiting until it
is established, we consider as a whole the reconstruction measures that will be necessary – by which I mean the process of democratisation, the re-establishment of government, the creation of order, and of course the safety of all the people in Iraq, along with the rebuilding of infrastructure such as electricity, water, an
d roads, a ...[+++]s well as hospitals and schools.
Wenn wir, und da bin ich voll mit Ihnen einverstanden, Herr Ratspräsident, nicht nur die Sicherheit im Auge haben und warten, bis die Sicherheit hergestellt ist, sondern die Gesamtheit der Maßnahmen berücksichtigen, die für den Wiederaufbau notwendig sind - ich meine die Demokratisierung des Landes, den Wiederaufbau der Verwaltung, die Herstellung der Ordnung und natürlich die Sicherheit aller Menschen im Irak sowie den Wiederaufbau der Strukturen wie Elektrizität, Wasser, Straßen, aber auch von Krankenhäusern und Schulen -, so ist so schnell wie möglich die Einbeziehung der Iraker selbst notwendig.
