H. whereas the IAEA report of 8 November 2011 cites that Iran continues: activities at its nuclear facilities which are contrary to the IAEA Board of Governors resolutions; enrichment related activities – contrary to the IAEA resolutions – including the building of a greatly increased number of centrifuge cascades at different locations and rising the enrichment rate to 20%, undeclared work on heavy water related projects – contrary to the UN Security Council and IAEA resolutions – work on uranium conversion and fuel production (contravening IAEA resolutions), to fail to apply the IAEA's Additional Protocol allowing the agency to assura ...[+++]nce the absent of undeclared nuclear material and to fail to reply to IAEA's request for new information on enrichment activities and other nuclear developments;

The annual conference of the IAEA is due to be held in Vienna in September 2006 together with a special event on assurances of nuclear supply and non-proliferation of nuclear weapons within the framework of which a number of IAEA Member States have submitted proposals to create a safe global nuclear fuel cycle under the aegis of the IAEA (including the United States with its Global Nuclear Energy Partnership, Russia, France, Germany, the Netherlands and the United Kingdom).

4. Urges Iran to grant the IAEA full access to all premises and to fully implement all transparency measures, as requested by the IAEA, so that the IAEA can clarify all the issues relating to Iran's nuclear program; expresses its concern at the evidence that Iran is in possession of a document on the production of uranium metal hemispheres, and requests that Iran keep this document under IAEA seal and provide a full copy of it to the IAEA;

3. Expresses serious concern that the IAEA is not yet in a position to clarify some important issues relating to Iran's nuclear programme; deplores the fact that Iran did not meet the IAEA's requests for closer cooperation; calls on Iran to extend full and prompt cooperation to the IAEA, which its Director General deems indispensable and overdue, and in particular to help the IAEA clarify possible activities which could have a military nuclear dimension;

Proposal for a Council Directive (Euratom) setting up a Community framework for nuclear safety [COM(2008) 790 final – Not published in the Official Journal]. This Proposal replaces and updates the Proposal which was presented in September 2004. It aims at establishing a common Community framework to define basic obligations on the safety of nuclear installations whilst strengthening the role of national regulatory bodies. The general objective of the Proposal is to achieve, maintain and continuously improve nuclear safety in the European Union. It also aims at enhancing the role of national regulatory bodies, by ensuring their independence and the appropriate financial and human resources to allow them to fulfil their duties. It will anchor ...[+++] the international principles of nuclear safety arising from the Convention on Nuclear Safety and the International Atomic Energy Agency (IAEA) Safety Fundamentals in Community law, thus giving the European Union its own provisions in this field. For the moment, the Member States and the European Union are only Parties to the IAEA Convention on Nuclear Safety, which is only of a voluntary nature and therefore does not lead to any sanctions in cases of non-compliance.
