whereas the abovementioned Commission Communication of 11 April 2000 represented a turning point in the EU's approach to election observation, establishing a comprehensive methodology covering the complete election process, from the pre-election to the post-election phase, which has proven to be a great success and has resulted in the EU becoming a leading organisation in the field of international election observation,
in der Erwägung, dass die genannte Mitteilung der Kommission vom 11. April 2000 einen Wendepunkt in der Herangehensweise der Europäischen Union an die Wahlbeobachtung darstellt, indem eine umfassende Methodik zur Abdeckung des gesamten Wahlverfahrens, von der Phase vor der Wahl bis zur Phase nach der Wahl, entwickelt wurde, die sich als großer Erfolg erwiesen und dazu geführt hat, dass die Europäische Union zu einer führenden Institution im Bereich der internationalen Wahlbeobachtung geworden ist,
