März 1997 zur Informationsgesellschaft, Kultur und Bildung geforderte europaweite Vernetzung der Bibliotheken bisher funktionell, z.B. als Kooperationsprojekt, Telematiknetze für Bibliotheken, in Form der Zusammenarbeit zwischen den Nationalbibliotheken und den Parlamentsbibliotheken sowie als Zusammenarbeit zwischen europäischen Bibliotheksverbänden, in Gang gekommen ist, daß aber die technische Vernetzung noch immer in der Anfangsphase steckt,
