He stressed two key points of the Body's work: first, the clear distinction that had to be maintained between the tasks assigned to the Body concerning the preparation of the draft Charter and the tasks that would fall also in the year 2000 to the Intergovernmental Conference on the revision of the Treaties; second, the fact that the Body's terms of reference required it to draw up a list of fundamental rights as they applied to the activities of the Union.
Er wies insbesondere auf zwei für die künftige Arbeit des Gremiums entscheidende Punkte hin. Zum einen müsse klar zwischen den Aufgaben dieses Gremiums, in dem es um die Ausarbeitung des Entwurfs einer Charta gehe, und den Aufgaben der ebenfalls im Jahr 2000 stattfindenden Regierungskonferenz, die sich mit einer Überprüfung der Verträge zu beschäftigen habe, unterschieden werden, und zum anderen sei zu betonen, daß der Auftrag des Gremiums darin bestehe, eine Liste der Grundrechte aufzustellen, die im Rahmen des Handelns der Union gelten.
