(b) die Entwicklung des heimischen Fischereisektors wird in hohem Maße berücksichtigt, was darin zum Ausdruck kommt, dass nicht nur die Beobachter freien Zugang zu den Fischereifahrzeugen haben, sondern auch die Eigentümer von Grundtrawlern der Gemeinschaft verpflichtet sind, zur Hälfte heimische Seeleute anzuheuern, was zusammen mit den Möglichkeiten der Nutzung der Hafeninfrastrukturen, vor allem im Gebiet von Maputo und Beira, mittelfristig spürbare Auswirkungen auf die Entwicklung einer heimischen Fischerei- und Verarbeitungsindustrie haben wird.
