Furthermore, ways need to be found for enhancing national capacities, by reaching out to all actors involved in devising and implementing measures designed to address the special needs of more vulnerable categories of asylum seekers and refugees – such as professionals in the fields of health and education, psychologists, interpreters, linguistic experts, cultural anthropologists, lawyers, social workers and NGOs.
Darüber hinaus müssen Mittel und Wege gefunden werden, um die nationalen Kapazitäten durch Einbindung aller Akteure zu stärken, die an der Konzeption und Umsetzung von Maßnahmen beteiligt sind, um den speziellen Erfordernissen besonders schutzbedürftiger Gruppen von Asylsuchenden und Flüchtlingen zu begegnen – wie Fachkräfte des Gesundheits- und Bildungswesens, Psychologen, Dolmetscher, Sprachsachverständige, Kulturanthropologen, Rechtsanwälte, Sozialarbeiter und regierungsunabhängige Organisationen.
