Is of the opinion that General Budget Support (GBS) is a very valuable instrument of aid delivery if used in a proper manner, as it potentially increases the ownership and responsibility of recipient governments, as well as the need for stronger scrutiny by parliaments and the involvement of civil society in recipient countries, while also broadening both the basis and the need for a strong political dialogue between the Union and the recipient countries
47. ist der Auffassung, dass die allgemeinen Budgethilfen, wenn sie richtig genutzt werden, ein sehr wertvolles Instrument der Hilfeleistung darstellen, da sie die Eigenverantwortung und Verantwortlichkeit der Empfängerregierungen sowie die Notwendigkeit einer nachdrücklicheren Kontrolle durch Parlamente und die Mitwirkung der Zivilgesellschaft in Empfängerländern steigern können, während zugleich sowohl die Basis als auch die Notwendigkeit eines soliden politischen Dialogs zwischen der EU und den Empfängerländern verstärkt werden;
