Under the current Belgian scheme, the charges made for registering a mortgage (in addition to a number of very limited fixed duties) are, on the one hand, a 0,052 % fee payable to the registrar of mortgages and, on the other hand, a 0,5 % registration duty payable on the amount of the mortgage. According to the Belgian authorities, this latter duty is a disincentive for registering ships under the Belgian flag.
Bei der derzeitigen belgischen Regelung wird für die Aufnahme von Schiffshypotheken (über einige sehr begrenzte feste Abgaben hinaus) zum einen ein Entgelt für das Hypothekenamt in Höhe von 0,052 % und zum andern eine Eintragungsgebühr in Höhe von 0,5 % des Betrags der Hypothek berechnet. Die belgische Regierung ist der Ansicht, dass vor allem diese Eintragungsgebühr die Registrierung unter belgischer Flagge relativ unattraktiv macht.
