Ten years later, at the Thessaloniki Summit in 2003, the EU granted all countries of the Western Balkans a clear perspective of EU membership, subject to fulfilment of the necessary conditions, in particular the Copenhagen criteria and the conditions of the Stabilisation and Association Process (SAP).

Welcomes the development and improvement of the integrated management system SAP which was established in 2008 on an interinstitutional basis by the Council, the Court of Auditors and the Court of Justice, and which forms the essential instrument for handling all financial and budgetary transactions of the Court of Justice; considers, therefore, that it is important to assure the smooth functioning of the SAP;

Stresses that the present visa regime between the EU and SAP countries undermines and slows down the European perspective for these countries, and has become a source of humiliation for its citizens; calls on the Council and the Commission to establish clear benchmarks on the ways in which the visa-regimes with the SAP countries can gradually be developed and eased as the countries undertake necessary reforms; is of the opinion that this will offer a tangible sign that the EU is coming closer to the citizens of SAP countries;

10. Stresses that the present visa regime between the EU and SAP countries undermines and slows down the European perspective for these countries, and has became a source of humiliation for its citizens; calls on the Council and the Commission to establish clear benchmarks on how the visa-regimes with the SAP countries gradually can be developed and eased, as the countries undertake necessary reforms; is of the opinion that this will give a tangible sign that the EU is getting closer to the citizens of SAP countries;

The single area payment scheme (SAPS) will be maintained for these countries until 2007, and additional direct payments will be maintained until the end of 2008 with regard to the SAPS.
