Secondly, the Directive applies the country-of-origin principle to all those dealing professionally in second-hand goods, thereby enabling them to enjoy the same ease and simplicity of operation as private individuals: purchase of goods without tax formalities anywhere in the Community, followed by total freedom of movement, irrespective of the vendor (professional or individual), the method of purchase (on-the-spot or at a distance), the type of sale (by private agreement or auction) or the mode of transport (by the vendor, by the purchaser or by a third party).
Mit Inkrafttreten der Reform unterliegen zum anderen sämtliche Händler, Wiederverkäufer oder Zwischenhändler dem Ursprungslandprinzip, so daß sie ihrer Tätigkeit ebenso uneingeschränkt nachgehen können wie Privatpersonen: Erwerb der Gegenstände ohne Steuerformalitäten überall in Europa und keinerlei Einschränkung bei der Beförderung, unabhängig vom Käufer (Händler oder Privatperson), von der Art des Erwerbs (Direktkauf oder Fernkauf), der Art des Verkaufs (freihändiger Verkauf oder durch Versteigerung) und der Beförderungsart (durch den Verkäufer, den Käufer oder einen Dritten).
