Emphasises that it is extremely difficult for people in Somalia to access food aid, especially in the centre and south of the country and the areas controlled by al-Shabab; underscores the need to involve everyone affected by the conflict in Somalia, at all levels; encourages the establishment of a national reconciliation regime so that the rebuilding of the country can begin;
