Whilst acknowledging that the EU itself forms a source region for asylum seekers coming from Europe or the wider periphery of Europe, it is vital that other, less developed, source regions are assisted in offering protection to those in need of it as protection in the region is, in principle, the logical and preferred protection modality: it offers protection to persons in need of international protection, as closely as possible to their needs, and at an earlier stage, than protection enjoyed in the EU.
Zwar ist die EU in Bezug auf die Asylbewerber aus Europa und den Gebieten am Rande Europas selbst eine "Ursprungsregion", d. h. eine Region in unmittelbarer Nähe des Ursprungs von Flüchtlingsströmen, dennoch ist es von größter Bedeutung, dass sie anderen, weniger entwickelten Ursprungsregionen dabei hilft, Personen, die Schutz benötigen, diesen zu gewähren. Die Schutzgewährung in der Region ist grundsätzlich die logische und vorzuziehende Lösung, da sie Personen, die internationalen Schutzes bedürfen, möglichst bedarfsorientiert und zu einem früheren Zeitpunkt als es in der EU möglich wäre Schutz bietet.
