In its opinion of 10 March 2011, the Committee for Risk Assessment (hereinafter ‘RAC’) considered that the most appropriate Union-wide measure to address the identified risks in terms of the effectiveness in reducing the risks is the prohibition of the placing on the market and use of lead and its compounds in metallic and non-metallic parts of jewellery articles, if the lead concentration is equal to or greater than 0,05 % by weight of the individual part, unless it can be demonstrated that the rate of lead released does not exceed the limit of 0,05 μg/cm/h (0,05 μg/g/h).
In seiner Stellungnahme vom 10. März 2011 vertrat der Ausschuss für Risikobeurteilung („RAC“) die Auffassung, dass die EU-weite Maßnahme, die im Hinblick auf die Wirksamkeit bei der Verminderung der ermittelten Risiken am geeignetsten ist, darin besteht, das Inverkehrbringen sowie die Verwendung von Blei und Bleiverbindungen in den metallischen und nichtmetallischen Teilen von Schmuckwaren zu verbieten, wenn der Bleigehalt eines einzelnen Teils 0,05 % oder mehr des Gewichts beträgt und sofern nicht nachgewiesen werden kann, dass die Bleifreisetzung den Schwellenwert von 0,05 μg/cm/h (0,05 μg/g/h) nicht übersteigt.
