With regard to the breach of Article 27(2) of the Rules Governing the Payment of Expenses and Allowances, the applicant observes that, as a result of his letter of 21 April 2003 (see paragraph 43 above), in which he had pointed out that the Rules Governing the Payment of Expenses and Allowances had been incorrectly applied in his regard, and given that no agreement had been reached between the Secretary-General and himself, the matter should have been referred to the Quaestors in accordance with that article for them to ta
ke a decision after consulting the Secretary-General and, where appropriate, t

67 Hinsichtlich des Verstoßes gegen Artikel 27 Absatz 2 der KV-Regelung macht der Kläger geltend, dass nach seinem Schreiben vom 21. April 2003 (vgl. vorstehend Randnr. 43), in dem er auf die fehlerhafte Anwendung der KV-Regelung in seinem Fall hingewiesen habe, und angesichts der Tatsache, dass zwischen dem Generalsekretär und dem Kläger keine Einigung erzielt worden sei, diese Frage gemäß den Bestimmungen dieses Artikels an die Quästoren hätte verwiesen werden müssen, damit jene nach Rücksprache mit dem Generalsekretär und eventuell dem Präsidenten oder dem Präsidium einen Beschluss hätten fassen können.
