While the EU proclaims the wish to include the respect for fundamental social rights into contractual relations with third countries (touching problems such as the exploitation of children, forced labour, freedom to form unions and the right to collective bargaining), Communication 567 states clearly that the discussion remains open. Developing countries, so it says, have reservations, fearing a form of disguised protectionism.
