37. betont, dass die einzigartigen Merkmale des EIDHR bei der Überarbeitung des EIDHR-Instruments beibehalten werden müssen, vor allem die Tatsache, dass es ohne die Zustimmung des Gastlandes arbeiten kann, und seine Fähigkeit, Projekte in den Bereichen Menschenrechte und Demokratie in Ländern mit einer schwachen Menschenrechtsbilanz zu unterstützen, einschließlich Sondermaßnahmen für Menschenrechtsverteidiger; ist der Auffassung, dass der künftige Europäische Fonds für Demokratie und die mögliche Fazilität für die Zivilgesellschaft die Arbeit des EIDHR weder ersetzen noch Doppelarbeit mit ihm leisten sollten;
