3. Is concerned by the delays in the EDIS accreditation for Phare and ISPA in Bulgaria, leading to only partial completion of that process before the enlargement; notes the extended preparatory phase on the Bulgarian side, which has made progress but still needs to improve supervisory and control systems as well as the administrative capacities necessary for timely and effective implementation of the projects; urges the Commission to continue to cooperate with the Bulgarian and Romanian authorities in order to support them in further adapting to the requirements of EDIS;
