It seems obvious that this objective cannot be achieved through the use of optical fibre the installation of which requires considerable investment, but through the use of a mix of wireless technologies available to extend the coverage of the broadband (Radio terrestrial, cable, fibre or satellite systems) to cover the whole Community territory, rural and peripheral areas included, allowing the market the choice of the more efficient technology from the point of view of cost for operators and citizens.
Es ist wohl selbstverständlich, dass dieses Ziel nicht mit Glasfasertechnologie verwirklicht werden kann, denn dafür sind beträchtliche Investitionen erforderlich, doch durch eine Mischung der verfügbaren Drahtlostechnologien kann die Breitbandabdeckung (terrestrischer Rundfunk, Kabel, Glasfaser, Satellit) auf das gesamte Hoheitsgebiet der Union ausgeweitet werden, wobei auch der ländliche Raum und Gebiete in äußerster Randlage eingeschlossen sind, sodass der Markt entscheiden wird, welches die unter Kostengesichtspunkten effizienteste Technologie für Betreiber und Bürger ist.
