Zweitens ist ein gemeinsames integriertes Konzept zur Kontrolle der Außengrenzen der Mitgliedstaaten zu erarbeiten, und zwar mit Gemeinschaftsmitteln. Siebtens: Weil durch die Einordnung des Schengener Besitzstands in den Zuständigkeitsbereich der Gemeinschaft eine bessere Koordinierung zwischen den Polizei- und Justizdienststellen der Mitgliedstaaten in ihrem Kampf gegen die organisierte Kriminalität ermöglicht wurde, müssen wir jetzt unbedingt möglichst zügig zur Einrichtung des neuen SIS II übergehen. Achtens gilt es, Fortschritte in der polizeilichen Zusammenarbeit zu unterstützen, und zwar mittels eines Verfahrens, das – wie Kommissar Vitorino dargelegt hat – nicht so kompliziert und umständlich ist wie das Europol-Übereinkommen und die gerichtliche und demokratische Kontrolle auf Unionsebene einschließt.
