In that connection, the Court recalls that planning rules may be indispensable for filling in possible gaps in access to public health services and for avoiding the duplication of structures, so as to ensure the provision of public health care which is adapted to the needs of the population, covers the entire territory, and takes account of geographically isolated or otherwise disadvantaged regions .
In diesem Zusammenhang erinnert der Gerichtshof daran, dass sich eine derartige Regelung als unerlässlich erweisen kann, um eventuelle Lücken im Zugang zu Leistungen des Gesundheitswesens zu schließen und um die Einrichtung von Strukturen einer Doppelversorgung zu vermeiden, so dass eine Gesundheitsversorgung gewährleistet ist, die den Bedürfnissen der Bevölkerung angepasst ist, das gesamte Hoheitsgebiet abdeckt und geografisch isolierte oder in sonstiger Weise benachteiligte Regionen berücksichtigt .
